Yes beaches are public you can hold a 'blessing ceremony' almost anywhere. The actual legal wedding is more difficult and would normally be held in a church or the town hall - if you can meet the legal requirements.
Beaches in the height of the season are hot and crowded. Apartments Balansat & Prestige offer a private beach with there restaurant venue in San Miguel for blessings.
